From November 7th to 10th, the 2025 World University Presidents Forum (WUPF) and the 2025 International Forum on Higher Education(IFHE), jointly organized by China Association of Higher Education(CAHE) and Zhejiang University(ZJU), were held in Hangzhou, China. The two forums were themed Artificial Intelligence and the Future of Higher Education and Building an Education Power and Advancing the Sustainable Development of Higher Education respectively. The events brought together nearly 170 overseas guests, as well as more than 200 university leaders from China, over 100 renowned experts and scholars in higher education, and nearly 1,000 representatives from domestic universities, research institutes, and enterprises.

2025 World University Presidents Forum(WUPF)
The WUPF was held on November 8th. Ren Youqun, Member of the Party Leadership Group of the Ministry of Educationof the People's Republic of China, Vice Minister of Education; Lin Huiqing, President of CAHE; Ye Zhengbo, Vice Chairman of the Zhejiang Provincial Committee of the Chinese People's Political Consultative Conference; Ren Shaobo, Chairman of the Zhejiang University Council and Vice President of CAHE; and Shahbaz Khan, Director of the UNESCO Regional Office for East Asia, attended the opening ceremony of the forum and delivered speeches. The opening ceremony was presided over by Guan Peijun, Vice President of CAHE.
2025 International Forum on Higher Education(IFHE)
The IFHE was held on November 9th. Ren Youqun and Lin Huiqing attended the forum. Ma Yanmingand Anasse Bouhlal, Higher Education and TVET Programme Specialist, UNESCO Regional Office for Gulf States and Yemen, attended the opening ceremony and delivered speeches. The ceremony was chaired by Li Jiajun, Vice President of CAHE.

During the opening ceremony of the IFHE, the Handbook of Higher Education, part of the “Books of Independent Knowledge System·Handbook Series” compiled by ZJU and edited by Zhang Yingqiang, Qiushi Distinguished Professor of the College of Education at Zhejiang University, was also released. The handbook aims to construct an independent knowledge system for higher education studies in China, offering theoretical interpretations of China’s higher education reform and development in the new era and promoting the international visibility of China’s theoretical and knowledge systems in higher education.
During the IFHE, the UNESCO Research Centre at Zhejiang University signed a Letter of Intent with the UNESCO Regional Office for the Gulf States and Yemen. The College of Education at Zhejiang University signed Memoranda of Understanding with Center on the Chinese Education at Teachers College, Columbia University.


Sui Yifan, Qiushi Distinguished Professor of the College of Education at Zhejiang University, delivered a thematic report titled On the Logical Congruence between Categorical Evaluation and Development of Higher Education Institutions. Prof. Sui shared insights on the value guidance and institutional guarantee role of university classification evaluation in promoting classified development of universities.

Xu Xiaozhou, Qiushi Distinguished Professor of the College of Education at Zhejiang University, delivered a thematic report titled Building World-Class Education Centers: International Insights and Practical Explorations. Prof. Xu provided an analysis of the development drivers and construction models of the world's important education centers, systematically extracting international experiences and insights.

Kan Yue, Dean of the College of Education at Zhejiang University, presided over the roundtable dialogue session in Parallel Forum 4 of the IFHE. He mentioned thatbuilding a world higher education center is a shared vision of global education scholars. This center must adhere to the principles of openness and excellence, making positive contributions to the common interests of humanity and social progress.

Huang Changqin, Tenured Professor of the College of Education at Zhejiang University, participated in the roundtable dialogue on in Parallel Forum 2 of the WUPF. Prof. Huang elaborated on the profound impact of AI on scientific research, including the mechanistic characteristics of AI, the transformation of research paradigms, and potential challenges.

During the IFHE,the China-Arab Gulf Countries Higher Education Cooperation Dialogue was held. The meetingwas chaired by Mei Weihui, Associate Dean of the College of Education at Zhejiang University. Participants engaged in in-depth discussions and looked forward to a promising new prospect of further deepening educational collaboration, strengthening scientific and technological exchanges, and promoting mutual learning among civilizations.
